Updates to the Tamper Resistant Prescription Pad Program
This past month, the Government of Newfoundland and Labrador announced amendments to the Pharmaceutical Services Act, including an amendment to no longer require the use of a tamper resistant prescription pad (TRPP) when a prescription for a controlled drug is delivered directly from the prescriber to the dispensing pharmacy. This includes prescriptions that are faxed to a pharmacy directly from the prescriber or the prescriber’s office.
Please note that amendments to the Act related to therapeutic substitution of controlled substances are not permissible until enabled by new federal regulations later this year. All pharmacy professionals must continue to comply with current provincial and federal requirements
For full details of the amendments, review Bill 19 – An Act to Amend the Pharmaceutical Services Act.
The Newfoundland and Labrador Prescription Drug Program issued a bulletin noting updates to the TRPP Program Policy. The updated TRPP Policy can be viewed on their website: Tamper Resistant Prescription Drug Pad Program – Health and Community Services.
Client Registry Services – Key Expectations for Pharmacy Teams
The following message is provided on behalf of NL Health Services Digital Health:
Accurate searches of the Client Registry (CR) are essential to maintaining safe, complete, and reliable patient records across Newfoundland and Labrador’s interconnected provincial electronic health record (EHR). The Pharmacy Network team is asking all pharmacists and pharmacy technicians to ensure proper CR searches are completed before creating any new patient entry.
Why This Matters
The CR contains demographic information for anyone who has ever had an MCP number or received healthcare in the province—including hospitals, clinics, pharmacies, and physician offices. Most patients, including those from out of province, already have a CR record.
Creating a new record when one already exists leads to:
These are patient safety risks.
A detailed education sheet on the Client Registry was recently emailed to all Pharmacists-in-charge. It explains how to properly search CR to ensure you are syncing to the correct patient. Please review it here for additional guidance.
National Incident Data Repository for Community Pharmacies National Snapshot
The 2026 National Snapshot from the Institute for Safe Medication Practices (ISMP) Canada is now available, here. The National Snapshot shares an overview of key trends, insights, and information about the types of medication incidents reported to the National Incident Data Repository (NIDR) by community pharmacies across Canada.
Since 2024, community pharmacies in NL have been contributing de-identified medication incidents and near-miss events to the NIDR. Your commitment to medication incident reporting and continuous quality improvement has contributed to shared learnings and safety improvement initiatives on local, provincial, and national levels.
More detailed learnings from the reports of incidents are shared in safety-focused publications, including ISMP Canada Safety Bulletins and NIDR Safety Briefs.
Please review the information and share widely with your pharmacy team! All pharmacy team members have a role in developing and maintaining safety and quality improvement plans.
NIDR SMART Medication Safety Agenda
The SMART (Specific, Measurable, Attainable, Relevant, and Time-based) Medication Safety Agenda turns learnings from incidents reported to the National Incident Data Repository (NIDR) into practical guidance that community pharmacy teams can act on. This new resource pairs anonymized incident examples with recommendations mapped to the Hierarchy of Effectiveness and a ready-to-use SMART action plan template to support team discussion, documentation, and continuous quality improvement.
